Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – present.

City Staff Present – John Salomone, City Manager; Corporation Counsel Thomas Leone, City Clerk Debra McCormick, Steve Lynch, Planning Director; Bea O’Hora, Comptroller; Michael Quill, Fire Chief; William Lupien, Superintendent of Engineering Services; Frank DeOrio, Director of Municipal Utilities; Gerald DelFavero, Supervisor Public Works, Mike Talbot, Parks and Recreation Supervisor, and many, many Firefighters.

Presentations and Proclamations –
Mayor Carnicelli presented the following:

A proclamation that October is National Breast Cancer Awareness Month.  Also, proclaiming October 17 as National Mammography Day in the City of Auburn.  She presented the proclamation to Stacy Petrosino founder of RISE.  Ms. Petrosino accepted and spoke to council regarding the RISE walk scheduled for October 4.

A proclamation that recognizes October 5 – 11 is national Fire Prevention Week in the City of Auburn.  Chief Michael Quill accepts the proclamation and speaks.

Chief Quill then began the presentation of awards to those involved in a saving a life at a fire on March 17, 2003.  The following awards were presented.

The Mayor and Council joined the City Manager in congratulating awardees.

Work Session


Report on Summer Program Activities
Mayor Carnicelli introduced Mike Talbot, Parks and Recreation Supervisor.  Mr. Talbot presented Council with handouts and a presentation on the 2003 Summer Recreation Programs.  Council discussed.  

Delinquent Landfill Accounts
Corporation Counsel Tom Leone reported to Council on options available to the City for collection of approximately $60,000 in delinquent landfill fees.  After discussion Council agreed to have Mr. Leone proceed with a 30 day amnesty program.

Status of the 2003 Road Program
City Manager John Salomone and Bill Lupien, Director of Engineering Services reviewed the 2003 road program.

Other Business – None.

Public to be Heard –
Tim Lattimore, 7 Norman Ave. – commented and asked about the collection of late payments at the landfill and recommended dropping the minimum water bill payment for seniors.  He also commented on Adelphia fees.

David Contigulia, 125 S. Herman Ave.  and BID member spoke to thank the City for the planning and effort to revitalize the State St. Mall.
